David and Claire from Bristol thought they had bought everything in advance. Their 10-day India package said "all-inclusive" in large letters, and they had paid GBP 3,900 for two before leaving home. On the first morning in Agra, standing at the Taj Mahal ticket window, their guide told them the INR 200 fee for the main mausoleum was extra. In Jaipur, lunch was not included. At Amber Fort there was a camera charge. By the end of the trip they had spent close to USD 900 more in cash, and they flew home wondering what "all-inclusive" had actually meant.
Their story is common, and it is not always the operator's fault. In India the phrase has no fixed legal meaning, and two packages with the same label can cover very different things. A customised tour, built around your own dates and hotels, avoids some of these surprises but has its own costs. Below we break down what each type usually covers, price the same 10-day trip both ways, and show where the fine print hides the extras, so you can judge real value before you pay.
In beach resorts in Mexico or the Caribbean, all-inclusive means every meal, every drink and most activities. In India the word is used much more loosely. Most all-inclusive India tour packages cover hotels with breakfast, a car or coach with driver, airport transfers, and a local guide at the main sites. Some add dinner every night. Very few include lunch, drinks, tips, camera fees or the extra tickets inside monuments.
Meals are the first place to look. A package may say "half board", which means breakfast and dinner, or "full board", which means three meals a day. Most Golden Triangle packages are half board at best. Dinner is usually a fixed buffet at the hotel restaurant, which is fine at a good 5-star property but can be repetitive at a mid-range hotel for ten nights running. If lunch is not included, expect to pay INR 1,200-2,500 for two at a decent restaurant in Agra or Jaipur, and INR 3,000-6,000 for two at a hotel restaurant.
Monument tickets are the second area. A package that says "entrance fees included" may cover only the main gate ticket. At the Taj Mahal, foreigners pay INR 1,100 for the general ticket and INR 200 more to enter the main mausoleum, and some packages leave out the second part. The Taj opens 30 minutes before sunrise and is closed on Fridays, so check that the itinerary does not put Agra on a Friday. Other common tickets are Agra Fort at INR 650, Fatehpur Sikri at INR 610, Amber Fort at INR 500, City Palace Jaipur at about INR 700, Humayun's Tomb at INR 600, Qutub Minar at INR 600 and Red Fort at INR 550 (closed Mondays).
Guides come next. "Guide included" can mean a licensed English-speaking guide for a full day in each city, or it can mean a two-hour walk-through at the Taj Mahal only. A licensed guide in Delhi, Agra or Jaipur costs INR 3,500-5,500 for a full day, so the difference between those two meanings is worth INR 10,000 or more over a trip.
Then come tips and small charges. Drivers expect INR 500-800 per day from your party, local guides INR 500-1,000 per day, and hotel porters INR 100-200 per visit. A few high-end packages include tips in an India package as a fixed sum, but most do not, and many travellers forget to budget for them. Over ten days, tips for a couple can easily reach INR 12,000-18,000 (USD 140-210).
So when you see the word, read it as "includes the main things" rather than "includes everything", and ask for a written list.

To compare fairly, take one route and price it two ways. The trip is ten days and nine nights for two adults: three nights in Delhi, two in Agra, three in Jaipur and one in Ranthambore, with 4-star and good 5-star hotels and an Innova Crysta with driver throughout.
A typical all-inclusive 10-day India package at this level sells for USD 2,300-2,800 per person, or USD 4,600-5,600 for the couple. That price usually covers nine nights in hotels with breakfast and dinner, the car and driver, airport transfers, a guide for one day in each city, the main gate tickets and one jeep safari in Ranthambore. It usually does not include lunch, the Taj Mahal mausoleum fee, camera fees, a second safari, tips, drinks or anything extra you do along the way.
Now price the customised India tour cost for the same route, line by line. The Innova Crysta for nine days at INR 6,000 per day comes to INR 54,000. Add tolls of around INR 3,500 for the whole route, parking at INR 2,000, the Rajasthan state permit at about INR 1,500, the driver's night allowance at INR 500 for nine nights (INR 4,500), extra kilometres for local sightseeing at around INR 4,000, and 5% GST on transport. Transport comes to about INR 72,500, or USD 850. Guides for six full days at INR 4,500 add INR 27,000 (USD 320). Monument tickets for two, including the mausoleum fee, total about INR 10,500 (USD 125). Two jeep safaris in Ranthambore for two add about INR 14,000 (USD 165).
Hotels are the biggest line. Choosing good 4-star and mid-level 5-star properties at INR 12,000-18,000 a night with breakfast, plus 18% GST, gives a total of around INR 170,000 (USD 2,000) for nine nights. Add an airport transfer at INR 3,500, and the customised trip comes to roughly USD 3,500 for the couple, with breakfast only.
Now add what the package also leaves out. If you budget INR 4,000 a day for lunch and dinner for two at good restaurants (USD 47), that is about USD 420 over nine days. Tips add about USD 180. The customised trip lands at around USD 4,100 for two, with every ticket, two safaris and full guiding included.
The package couple, by comparison, still has to add lunch, the Taj mausoleum fee, tips and the second safari, which together come to USD 600-900. Their real total is USD 5,200-6,500. On this example, the customised trip saves USD 1,000-2,000, mainly because the package price carries a large margin on hotels and a fixed markup on transport. The package does include one convenience, a single payment, but that convenience costs real money.
The part of a package that matters most is the small print at the end, usually headed "Exclusions" or "Not Included". This is where hidden exclusions in India tours sit, and it is worth reading slowly, line by line, before you sign anything.
The most common exclusion is the Taj Mahal mausoleum fee of INR 200. It sounds small, but it signals how carefully the package was costed. Close behind are monument camera fees. Many sites no longer charge for still cameras, but some forts and palaces in Rajasthan still charge for video, and photography is not allowed inside the Taj Mahal mausoleum at all. Tripods and drones are banned at the Taj, so if you bring one, it goes into a locker. Professional shoots need permission from the Archaeological Survey of India, which no package covers.
Lunch is the next big gap. Packages that say "breakfast and dinner" mean exactly that. In practice, lunch on a sightseeing day often happens at a restaurant your driver knows, and prices there can be inflated. Some fine print also says "dinner at hotel only", which means if you eat out one evening at a rooftop place in Jaipur, you pay twice.
Watch for wording around guides. "Services of a local guide during sightseeing" can mean half a day. "English-speaking driver" is not the same as a guide, because drivers are not licensed to take you inside monuments and explain them. A full-day licensed guide is a separate cost of INR 3,500-5,500, and a French, Spanish or German speaking guide costs INR 4,500-7,000 per day.
Transport small print matters too. Check whether tolls, parking, state permits, driver night allowance and night driving charges are in the price. A night charge of INR 300-500 may apply if the car runs between 10:00 pm and 6:00 am, which can happen on a late airport transfer. Airport pickups after 11:00 pm often carry a 25% surcharge. Packages also cap kilometres; if you add a half-day trip to Abhaneri stepwell from Jaipur, about 95 km each way, extra kilometres at INR 21-24 in an Innova Crysta can add INR 2,000-4,500.
Other lines to look for include "optional excursions" such as an elephant ride or a cultural evening at USD 30-60 each, GST on the package itself, rickshaw rides in Old Delhi, boat rides, and "supplements" for peak dates around Diwali, Christmas and New Year. Finally, look for a clause allowing the operator to change hotels to "similar category". That phrase can turn a lakeside room into a city-edge hotel without any refund, so ask for named hotels to be guaranteed.
Enjoy More Freedom with a Custom India Tour
Your holiday should reflect your interests, not a fixed schedule. Choose your destinations, hotel category, travel pace and experiences with a customised India itinerary designed around you.
An all-inclusive package gives better value in a few clear cases. If you are a single traveller on a fixed budget who does not want to make any decisions, a fixed price paid in advance protects you from day-to-day spending. If you are travelling in a large group, say 12 or more people from a club or company, an operator can negotiate hotel and coach rates that a smaller private trip cannot match, and a 35-seater coach at INR 75-85 per km becomes cheap per head. Packages also make sense for very short trips of three or four days, where the time spent comparing hotels is not worth the saving.
Some travellers simply like knowing the total before they leave. If budgeting matters more than the last USD 500, a package with a clear exclusions list, and a cash allowance for lunch and tips, works well. It suits people who feel anxious handling cash or ordering in restaurants on their first trip.
A customised India holiday gives better value in most other cases. Couples and families who care about where they sleep get far more for the same money, because they pick the hotel themselves. A couple who wants one special night at Rambagh Palace in Jaipur, at INR 65,000-180,000, can balance it with two simpler nights in Agra. Package prices rarely allow that kind of mix without a heavy supplement.
Customised trips also suit people with strong interests. Photographers want sunrise at the Taj and long evenings at Mehtab Bagh across the river, which costs foreigners about INR 300. Wildlife lovers want three safaris in Ranthambore, not one. Food lovers want lunch in Old Delhi, not a hotel buffet. A tailor-made tour in India lets each of these people spend money where it matters to them and cut where it does not.
Time is another factor. On a package, the dates are often set by the operator's hotel allocations. A customised tour starts the day your flight lands and can end with a free half-day before an evening flight. It can also avoid the Friday closure at the Taj and the Monday closure at the Red Fort and Akshardham, which packages sometimes ignore.
Travellers who are slower on their feet, or who have dietary or medical needs, also do better customised. They can have shorter driving days, late starts, and restaurants that suit them, without a group timetable. A retired couple from Perth we hosted recently split the Delhi to Jaipur drive into two short days with a night at Neemrana, something no fixed package offered. They paid INR 6,000 more for the car and hotel, and arrived in Jaipur rested rather than worn out.
Before you pay a deposit on any India trip, get the full quote in writing and read it next to a map. Ask for hotel names, not just star ratings, and look up where each one sits. A hotel 6 km from the Taj Mahal adds 30-40 minutes each way at peak traffic. Check whether each hotel rate includes breakfast and whether 18% GST on rooms above INR 7,500 is already in the price.
For transport, ask for the exact vehicle model, the daily kilometre allowance and the per-kilometre rate after that. An Innova Crysta should cost INR 5,000-6,500 per day outstation with 250 km included; a sedan should cost INR 3,500-4,200. Ask in writing whether tolls, parking, state permits, the driver's night allowance and 5% GST are included. Ask for the driver's name and mobile number before you arrive, and confirm that the same driver stays with you for the whole route rather than changing at each city.
For tickets, ask the operator to list every monument by name and to confirm that the Taj Mahal mausoleum fee is included. For guides, ask how many hours per city, whether they are licensed, and which language they speak. If you need a French or German guide, confirm it at booking, because good ones are booked weeks ahead in peak season.
For meals, decide what you actually want. Many travellers find that breakfast-only India tours offer better value, because they can eat lunch and dinner where they like. If the package includes dinner, ask whether it is a set menu or a buffet, and whether it is only at the hotel.
Then ask about money. A fair deposit is 20-30%, with the balance 30-45 days before arrival. Ask about the cancellation scale, refunds if a hotel changes, and whether card payments carry a 2-4% fee. Check that there is a 24-hour phone number in India that someone actually answers. It also helps to keep USD 300-500 in cash or rupees as a buffer for small extras, even on the most complete package, because many monuments, rickshaw drivers and small cafes still take cash only.
A useful exercise is to ask two operators for both versions of the same trip. At Payless Tours India we often send a quote with a fixed inclusive price and a second with breakfast only and an itemised list, so guests can see the difference. Laid side by side, the two quotes make the value clear in a few minutes. The cheapest headline price is not always the best deal; the right choice is the quote that leaves the fewest surprises at the ticket window.
Everything foreign travellers usually ask before booking a Rajasthan tour. Still unsure? Just send us a message.
Ask a questionUsually not. Most India packages include breakfast and sometimes dinner, but lunch is rarely covered. Budget INR 1,200-2,500 for two people per lunch at a good local restaurant, or INR 3,000-6,000 at a hotel.
Often not. Foreigners pay INR 1,100 for the general ticket and INR 200 more to enter the main mausoleum. Ask the operator in writing whether both parts are included.
On a 10-day Delhi, Agra, Jaipur and Ranthambore trip for two with 4-star and 5-star hotels, a customised tour can cost about USD 4,100 with meals and tips, versus USD 5,200-6,500 for a package once its exclusions are added. Savings depend on the hotels you choose.
Rarely. Budget for drivers at INR 500-800 per day and local guides at INR 500-1,000 per day from your party. Over ten days, a couple usually spends INR 12,000-18,000 on tips.
Most major sites no longer charge for still photography, but some Rajasthan forts and palaces still charge for video cameras. Photography is not allowed inside the Taj Mahal mausoleum, and tripods and drones are banned at the Taj.
It depends on the quote. Hotel rooms above INR 7,500 a night attract 18% GST, and car rental attracts 5% GST. Ask whether the price is quoted with or without these taxes.
It allows the operator to swap the named hotel for another of the same star rating. The replacement may be farther from the old city or lack the view you wanted. Ask for named hotels to be guaranteed.
Usually yes, but extra nights and car days are charged at the operator's rate, often higher than booking directly. A customised tour lets you add a night at the hotel's own rate plus the car at INR 5,000-6,500 per day for an Innova Crysta.
A customised tour usually gives better value, because one Innova Crysta at INR 5,000-6,500 per day carries four people. You can also choose family rooms or connecting rooms and set your own start times around the children.
A fair deposit for either style is 20-30% of the total price. The balance is usually due 30-45 days before arrival. Check the cancellation scale and refund terms before you pay.
