On the last morning of their trip, the Wilson family from Sydney sat in the lobby of a Jaipur hotel while their driver, Sunil, handed over a neat folded sheet. The daily rate they had agreed by email was INR 5,000 for an Innova Crysta. The sheet said INR 44,780 for seven days, not the INR 35,000 they had in their heads. Nothing on it was a trick. There were toll slips from the Yamuna Expressway, a Rajasthan border tax receipt, parking stubs from the Taj Mahal and Amber Fort, three nights of driver allowance, and 5% GST at the bottom. Mark Wilson paid it, but he said later that he wished someone had shown him the full sum before he left home.
That gap between the headline rate and the final bill is what this guide is about. Car rental with driver in India is fairly priced once you see every line, but many quotes only show the daily figure and leave the rest as "extra as actuals". Below we go through each of the hidden charges that catch foreign visitors: road costs, driver costs, the way kilometres are counted, and the seasonal add-ons. Then we build a real 7-day Golden Triangle quote line by line, so you can check any quote you receive against it.
Indian highways are mostly tolled, and tolls are paid by the car, not included in a basic day rate. Every tourist car now carries a FASTag sticker on the windscreen, so the toll is deducted automatically as the car rolls through the plaza. The driver then shows you the SMS or the printed slip at the end of the trip. The Yamuna Expressway toll between Greater Noida and Agra costs roughly INR 700-900 one way for a car, and more for a Tempo Traveller. Agra to Jaipur on NH 21 adds around INR 500-700, and Jaipur to Delhi on NH 48 or the Delhi-Mumbai Expressway section another INR 600-800. On a standard Golden Triangle loop, tolls alone come to INR 2,000-2,600 for a car.
The next surprise is the Rajasthan border tax. A tourist car registered in Delhi, Haryana or Uttar Pradesh needs a state permit to operate in Rajasthan, paid online or at the border check post. For a sedan or Innova Crysta it is roughly INR 1,000-2,000, depending on seats and validity, and for a 27 or 45-seater coach it can be INR 10,000-25,000. Drivers pay it at the start and add it to the bill. If your route goes back and forth between states, say Agra to Jaipur and then a detour to Ranthambore and back via Agra, the permit may need to be paid again.
Himachal Pradesh and Uttarakhand have their own versions. The Himachal entry tax for outside tourist vehicles is collected at the Parwanoo and Swarghat barriers and runs from a few hundred to INR 2,500 or more, depending on the vehicle and how many days it stays. Manali and Shimla also have green taxes and congestion fees at certain points, typically INR 100-300 each. Uttarakhand entry tax for taxis from other states is charged at the borders near Haridwar and Dehradun, and the Mussoorie route adds a local eco fee. South India works the same way: an Innova crossing from Kerala into Tamil Nadu for Kodaikanal or Ooty pays a weekly entry tax of INR 1,500-3,000.
Parking is the small line that adds up. The car park at the Taj Mahal East Gate costs about INR 200-300, Amber Fort INR 100-200, Qutub Minar and Humayun's Tomb around INR 100 each, and Delhi airport's pickup bay INR 150-350. City hotels usually park for free, but some Delhi five-star hotels charge INR 300-500 a night for visitor vehicles. Over a week, parking fees easily reach INR 1,800-2,800.
None of these road costs are optional, and none can be avoided by bargaining. The right question is whether they are on the quote. A good all-inclusive quote names each one with an estimate. A thin quote says "tolls, parking and taxes extra" and leaves you to find out on the road. Ask for estimates in writing. If an operator cannot tell you what the Rajasthan permit for their own car costs, they have not priced the trip properly.

The driver is the other source of extras, and these are the charges foreigners most often misread as tips or fees. The driver night allowance is paid for every night the driver sleeps away from his home city. On a Delhi-based car that means every night in Agra, Jaipur or anywhere else outside Delhi. It is INR 400-600 per night for a car driver and INR 700-1,000 for a coach crew, which often includes two people. The allowance pays for his dinner and his bed in the drivers' rooms that most hotels keep near the car park. It is a fixed industry charge, separate from any tip.
The night driving charge is different. It applies when the car is on the road late, usually between 10 pm and 6 am, and is typically INR 300-500 per occasion. A late flight into Delhi at 1:30 am, a dinner in Gurgaon that ends at 11 pm, or a Taj Mahal sunrise that needs a 5:15 am start can each trigger it. Airport pickups between 11 pm and 6 am often carry a separate night surcharge of around 25% on the transfer price. Ask whether the two overlap; a fair operator charges one or the other on the same trip, not both.
Waiting charges catch people at airports and railway stations. Most companies give 60 minutes of free waiting after the flight lands, which is enough for immigration on a normal night at Terminal 3. If your bag is delayed or the immigration queue runs to two hours, waiting beyond the free hour costs INR 300-500 per hour. On local 8 hour, 80 km packages, waiting is counted inside the hours, so a long lunch in Old Delhi uses up the package time and the car may tip into extra hours at INR 250-400 each.
There are also small charges around the driver's working day that rarely appear on paper. If you ask the driver to wait outside a restaurant until midnight, then start at 6 am the next day, he may ask for a night charge even if the car did not move. If you keep him on duty for 14 hours in a city, some operators bill extra hours. These are fair in principle; drivers need sleep and Indian traffic is tiring. What matters is that the rule is written down before you start.
At Payless Tours India we put the night allowance into the quote for every night the route keeps the driver away, and we mention which days might attract a night charge because of early sunrise visits or late arrivals. That way the only number left open is waiting time, which nobody can predict.
The way kilometres are counted can change a bill by thousands of rupees. Most Indian operators use garage-to-garage kilometres, meaning the odometer reading is taken when the car leaves the company's garage and again when it returns. If the garage is in south Delhi and you are picked up at the airport, the 20 km run to Terminal 3 is on your bill, and so is the return run after your final drop. In cities like Jaipur or Agra, this dead mileage is small. In Delhi and Mumbai it can be 30-50 km a day on local packages. Ask whether the quote is garage-to-garage or pickup-to-drop. The second is more generous and less common.
On outstation trips, the minimum km per day is usually 250 km, averaged over the trip. A seven-day booking includes 1,750 km whether you use them or not. Extra kilometres beyond that cost INR 15-17 for a sedan and INR 21-24 for an Innova Crysta. Some operators quote 300 km per day for coaches, and the hill states often use 200 km. A one-way drop where the car must return empty, such as Delhi to Jaipur with no return, is charged for the full return distance.
Hill charges apply in Himachal, Uttarakhand, Darjeeling, Sikkim and the Nilgiris. They are a daily supplement of about INR 300-700 for cars and more for Tempo Travellers, to cover higher fuel use, brake wear and slower driving. The AC charge on hills is a separate habit some drivers follow. On steep climbs such as Kalka to Shimla or Manali towards Rohtang, the engine works hard, so drivers may switch the air conditioning off and ask a supplement to keep it running, often INR 200-500 a day. In practice the AC is rarely needed above 1,800 metres, but make sure the rule is agreed beforehand if you are travelling in the hot months of May and June.
GST on car rental is 5% for most tourist transport where the operator does not claim input credit. It is applied to the invoice, so a INR 45,000 bill carries INR 2,250 in tax. Quotes that say "plus taxes" usually mean this. Check whether the 5% is on the car rental only or on the whole total including tolls; practices differ.
The last seasonal extra is the festival surcharge. Around Diwali, the Christmas and New Year week, and the long weekends in March and October, many operators add 10-25% to the base rate because demand outruns supply. Pushkar's camel fair in November and the Jaipur Literature Festival in late January push Rajasthan rates up too. Book three or four months ahead and get the rate locked in writing, and the surcharge either disappears or is fixed at the price you agreed.

Here is how a real 7-day Golden Triangle quote builds up for two adults and two teenagers in an Innova Crysta. The route: arrive Delhi at 11:30 pm on day one; full day of Delhi sightseeing on day two; drive to Agra (230 km, about 3.5 hours) on day three and see Agra Fort; Taj Mahal at sunrise on day four, then Fatehpur Sikri and on to Jaipur (240 km, about 5 hours); two full days in Jaipur for Amber Fort, City Palace and Hawa Mahal; drive back to Delhi airport (270 km, about 5 hours) on day seven for an evening flight. Total distance garage-to-garage is about 1,000 km, well under the 1,750 km minimum, so no extra kilometres.
The base car rental is 7 days at INR 5,800, which is INR 40,600 (USD 478). Tolls come next: Yamuna Expressway INR 850, Agra to Jaipur INR 650, Jaipur to Delhi INR 750, plus about INR 150 in Delhi, for INR 2,400. The Rajasthan state permit for a seven-seater is about INR 1,800. Parking across the week, including Delhi airport, Red Fort, Qutub Minar, the Taj Mahal East Gate, Agra Fort, Fatehpur Sikri and Amber Fort, comes to around INR 2,200.
Now the driver lines. The car spends three nights outside Delhi, one in Agra and two in Jaipur, so the driver night allowance is 3 times INR 500, or INR 1,500. The late arrival on day one and the 5:30 am Taj start on day four each attract a night charge of INR 400, so INR 800. The flight landed on time but the bags came out slowly, and the family walked out 90 minutes after landing, half an hour past the free hour. That cost INR 300 in waiting.
Adding it all: INR 40,600 base, INR 2,400 tolls, INR 1,800 permit, INR 2,200 parking, INR 1,500 night allowance, INR 800 night charges and INR 300 waiting, which makes INR 49,600. GST at 5% on the full amount adds INR 2,480, for a grand total of INR 52,080, about USD 613. That is 28% above the base rate, which is typical. Had the trip fallen in the Christmas week with a 15% festival surcharge on the base, the total would have gone up by another INR 6,090 plus GST, to roughly INR 58,500 (USD 688).
Use this example as a checklist when you read a quote. If the operator's figure is well below USD 600 for a similar trip in an Innova Crysta, find out which lines are missing. If the quote is all-inclusive at INR 50,000-54,000, it is fair. Ask for toll and permit receipts at the end, keep the final bill on WhatsApp, and you will pay exactly what the trip cost and nothing more.
Everything foreign travellers usually ask before booking a Rajasthan tour. Still unsure? Just send us a message.
Ask a questionUsually not, unless the quote says all-inclusive. On a Delhi, Agra and Jaipur loop, tolls come to about INR 2,000-2,600 for a car. The driver pays by FASTag and shows you the slips or SMS records.
A car registered outside Rajasthan pays a state permit of roughly INR 1,000-2,000 for a sedan or Innova Crysta. Coaches pay INR 10,000-25,000. It is paid once per entry, so routes that leave and re-enter the state may pay twice.
No. The night allowance of INR 400-600 per night covers the driver's dinner and room when he sleeps away from his home city. It is a fixed charge on the bill. Tips are separate and up to you.
Usually when the car runs between 10 pm and 6 am, at INR 300-500 per occasion. Late flight arrivals, late dinners and early sunrise starts at the Taj Mahal are the common triggers. Airport transfers at night may carry a 25% surcharge instead.
The kilometres are counted from the moment the car leaves the operator's garage until it returns. In Delhi this can add 20-50 km a day of empty driving. Pickup-to-drop counting is more generous but less common.
Most operators include 60 minutes after the flight lands. After that, waiting costs INR 300-500 per hour. Share your flight number so the driver can track delays.
GST is 5% on most tourist car rental invoices. On a INR 50,000 bill that is INR 2,500. Check whether it is applied only to the car rental or also to tolls and parking.
Hill charges are a daily supplement of INR 300-700 in Himachal, Uttarakhand and similar mountain areas. Some drivers also ask INR 200-500 a day to keep the AC on during steep climbs. Agree both in writing before the trip.
Yes, many operators add 10-25% to the base rate around Diwali, the Christmas and New Year week and major long weekends. Booking three or four months ahead with a fixed written rate avoids it. Pushkar fair week also raises Rajasthan rates.
Expect about INR 50,000-54,000 (USD 590-635) all-inclusive with tolls, permit, parking, night allowance, night charges and 5% GST. The base rental is around INR 40,600 of that. A festival week can push it to about INR 58,500.
